Meeting Minutes - July 13, 2005
NEXT MEETING: September 20, 2005. St. Pauls Lutheran Church. 7pm
  1. Presentation on Re-Evaluation
    a. from Ed Gomeau, Town Administrator & Ted Gwartney Assessor
    b. Important dates for the re-evaluation:
     
    October 1, 2005 Evaluation Day
    December 1, 2005     Notices will be sent out. Information will also be in the Assessors office to view
    March 1, 2006: Completed informal meetings
    March 20, 2006 Deadline to contest reassessment
    May 1, 2006: Completion date

  2. Greenwich Police Department Update:
    a. Officer Palachelli filled in for Officer Zuccerella
    b. Traffic Enforcements- over 200 vehicles stopped from June 2005
    c. Study of Delevan Ave traffic showed 85 % of vehicles were traveling 35 mph or slower. It looks like they are going faster due to the narrow width of the road.
    d. Only 2 % of tractor trailers were speeding.
     
  3. Enhancement Plan:
    a. Early August it will hopefully start.
    b. traffic/parking - how we deal with the traffic congestion from Port Chester
    c. sidewalks (possible collaboration with Safe-Routes to Schools, if necessary) - condition of our sidewalks and what maintenance program can be expected for sidewalks and streets
    d. waterfront usage/ changes to zoning regulations - finally address the greatest asset of Byram, the Byram River, and allow for access for every person
    e. Beautification
    f. It is equally important that the Plan set forth goals and objectives, which may include the phasing of projects, with measurable outcomes setting forth a vision for Byram. a Plan that can be debated and ultimately accepted by the majority of the citizens of Byram which will be a roadmap for future projects and desired outcomes for the Byram community.
     
  4. Enhancement Plan Committee:
    a. Motion for BNA in support of an Enhancement Plan Committee, voted on and passed.
     
  5. Byram Firehouse Update:
    a. Benefit Concert held August 27th
     
  6. Treasurer Position:
    a. Position still open and needs to be filled.
    b. Interested candidates should see Mike Bocchino.
     
  7. Byram Shubert Library Expansion:
    a. BNA voted and is in support of the expansion.

  8. Affordable Housing:
    a. BNA voted and is against any more affordable housing being built in Byram.
    b. 10% of towns housing needs to be affordable.
     
  9. Skating Rink:
    a. BNA is in support of the rink being refurbished but not in favor of an additional rink being built in the current ball field next to the rink.
     
  10. New Lebanon Ball Field:
    a. Both sides of the ball field to give a presentation at the next meeting so that all the BNA members can vote if the BNA should be in favor of this proposal.
     
  11. Library Book Collection:
    a. Next collection date is August 27th.
    b. Book sale to be held on September 9, 2005.
